Adopts the Interstate Compact on Educational Opportunity for Military Children to remove barriers to educational success for children of military families facing frequent moves and deployments.

Requires school districts to include a self-identification box for military-connected youth on enrollment forms and establishes the P-20 Education Partnership as the state council to administer the compact.

Mandates receiving schools enroll military children promptly using unofficial records if needed, honor course/program placements from previous schools, provide comparable special education services, and waive immunization deadlines for 30 days.

Ensures military children can graduate on time by allowing schools to waive specific graduation requirements if similar coursework was completed elsewhere and accepting exit exams from sending states in lieu of receiving state tests.

Establishes the Interstate Commission on Educational Opportunity for Military Children with voting representatives from member states to promulgate rules, resolve disputes, and collect data on military children's educational transitions.
