Renames the "Controlled Substances Prescription Electronic Reporting System" to "Prescription Monitoring Program" and expands controlled substances to include tramadol and butalbital.

Adds pharmacists, coroners, medical examiners, and health professionals services program personnel as permissible users of the prescription monitoring program database, with coroners and medical examiners able to access data for death investigations.

Changes the advisory committee to an advisory task force that does not expire and adds an association of medical examiners and coroners as a required member; task force advises on unsolicited provision of data to prescribers and dispensers.

Modifies data retention rules to allow the Board of Pharmacy and contracted vendors to retain data for up to five years (from the previous 12-month limit) and permits research, policy, and education use after removing identifiable information.

Requires the Board of Pharmacy to study mandatory use of the prescription monitoring program database by prescribers and pharmacists and report recommendations to the legislature by December 15, 2014.
