Removes the original five-year time limit (2013-2014 through 2017-2018 school years) and allows the pilot project to continue until June 30, 2018, or for up to five years, whichever is less.

Changes application deadlines from fixed dates (February 1, 2013 and March 1, 2013) to "of any year," allowing ongoing applications from school district partnerships.

Modifies commissioner's selection authority from "must select between three and six" to "may select up to six" qualified applicants, with continued requirement for equitable geographical distribution.

Requires the commissioner to submit an interim report by February 1, 2016, and a final report by February 1, 2019 (changed from 2018) recommending whether to continue or expand the pilot project.

Appropriates $25,000 in fiscal year 2015 from the general fund to the commissioner of education for reviewing applicants, selecting participants, and evaluating the pilot projects.
