Increases the medical assistance personal needs allowance for individuals in skilled nursing homes, intermediate care facilities, and medical institutions to a minimum of $45 per month from all sources.

Requires the commissioner to increase the allowance by the same percentage as Social Security or Supplemental Security Income increases, rounded to the nearest whole dollar, effective in the month the federal increase takes effect.

Allows the personal needs allowance to be paid through the Minnesota supplemental aid program with payments made once every three months.

Increases the allowance to include income garnished for child support under court order up to a maximum of $250 per month, unless already deducted as a monthly allowance for children.

Increases the allowance to include income garnished for spousal maintenance under a dissolution of marriage judgment and decree, as well as administrative fees for collection efforts.
