Establishes a women entrepreneurs business development competitive grant program operated by the commissioner of employment and economic development to support creation and expansion of women-owned, high-growth businesses in specified industries.

Defines "women-owned business" as at least 51 percent owned and controlled by women, and "qualified business" as women-owned businesses in construction, transportation, warehousing, agriculture, mining, finance, insurance, professional services, technology, or other high economic impact fields.

Requires qualified businesses to be "high economic impact firms" projecting at least $500,000 in annual revenue and creation of at least ten high-quality jobs (paying at least 150 percent of federal poverty guideline for family of four).

Allocates $500,000 from the general fund in fiscal year 2014 for entrepreneurial training, mentoring, technical assistance, investor network development, and recruitment programs for women interested in starting qualified businesses.

Appropriation is a onetime allocation available until spent, effective the day following final enactment.
