Changes the multijurisdictional reinvestment program from "created" to "authorized" status, allowing Hennepin County, the Hennepin County Housing and Redevelopment Authority, and interested political subdivisions to participate.

Expands eligible participating entities to include watershed districts entirely or partially located in Hennepin County, in addition to existing cities, park boards, and park districts.

Changes program activities from mandatory ("must") to discretionary ("may"), allowing flexibility in whether to include housing rehabilitation, industrial cleanup, parks development, economic development, and job creation.

Permits the Hennepin County Housing and Redevelopment Authority to appropriate funds for program activities, expanding financing authority beyond the county.

Adds designated transit improvement areas as eligible projects that may be included in capital improvement plans financed through county bonds under the program.
