Propane distributors must provide customers with a document listing current per-gallon prices and all additional charges, fees, and discounts, made available to the public upon request and provided to new customers before service begins.

Budget payment plans must be offered to all customers including LIHEAP participants, with equal monthly payments based on estimated annual propane bills and any year-end positive balance refundable as cash or credited to the next year's bill.

Propane distributors cannot add service or transportation fees to customers with prepurchase or capitated pricing contracts provided the customer meets contract obligations and the distributor can receive product from contracted suppliers.

Propane distributors must offer the same terms and conditions for all services (prepurchase contracts, keep-fill delivery, credit payments) to all new and existing customers without discrimination.

Distributors must accept cash payments and LIHEAP assistance, cannot share delinquent customer names with competitors except during routine credit checks, and cannot require security deposits during heating season or exceed $200 at other times.
