Provides civil immunity to program administrators and volunteers participating in the "Beyond the Yellow Ribbon" program who provide services to active or reserve service members and their families, protecting them from liability for damages except in cases of willful, wanton, or reckless acts.

Grants civil immunity to recipients of services provided through the program unless damages result from their willful, wanton, or reckless acts or omissions.

Exempts from civil immunity coverage any acts or omissions already covered by insurance policies, services provided during regular paid employment, or uninsured professional services unless the provider notifies the program and recipient in writing beforehand.

Adds "military service status" as a protected class under Minnesota's business discrimination law, prohibiting businesses from refusing service or discriminating in contract terms based on a person's military service status unless justified by legitimate business purpose.

Takes effect the day following final enactment and applies to damages incurred on or after that date.
