Authorizes local units of government to establish traffic safety pretrial diversion programs for specific traffic violations by passing a resolution that prevents officers from offering the program in violation of this law.

Permits peace officers to issue citations with pretrial diversion program options for: speeding under 15 mph over the limit, failing to obey a stop line, and vehicle equipment violations under sections 169.46 to 169.75.

Limits diversion citations to violators with no more than two violations under this section within a 12-month period and prohibits their use for commercial driver's license holders or commercial vehicle operators.

Requires violators to pay a course fee of up to $100; at least half of collected fees must support law enforcement purposes in the local unit of government, with State Patrol fines split between the collecting entity and the state general fund.

Violations under this program are not recorded on driving records and do not affect driver's license status, though they must be recorded in the incident-based reporting system to track compliance with the two-violation limit.
