Directs the commissioner to increase payments to long-term care providers by an amount equal to assessable payments they owe under section 1513 of the Affordable Care Act employer shared responsibility requirements

Requires the commissioner to consult with long-term care providers to develop a process and timeline for reporting, verifying assessable payments, and adjusting provider payment rates

Defines "long-term care provider" to include nursing facilities, intermediate care facilities for persons with developmental disabilities, housing with services establishments, and providers of home care, private duty nursing, personal care assistant, and home and community-based waivered services

Defines "Affordable Care Act" as Public Law 111-148 and amendments, including the Health Care and Education Reconciliation Act of 2010, plus related regulations and guidance

Adds new statute section 256B.5017 to Minnesota law governing human services
