Prohibits retail sale of cleaning products containing triclosan for consumer sanitizing or hand and body cleansing, with exception for products with specific FDA approval; effective date January 1, 2017.

Modifies formaldehyde ban in children's products by establishing a de minimis level of 0.05 percent for free formaldehyde released from intentionally added chemical ingredients that chemically degrade under normal conditions.
