Allows permit applicants to reimburse the Natural Resources Commissioner and Pollution Control Agency for costs of staff time or consultant services to expedite permit development, with reimbursement not contingent on permit issuance or affecting permit decisions.

Increases maximum civil penalties from $10,000 to $20,000 for violations identified during inspection or compliance review, and expands field citation authority to cover subsurface sewage treatment system and septage handling violations with penalties up to $2,000 per violation.

Permits the Pollution Control Agency to issue permits for pollutant discharges with offsets from other sources to achieve net decreases in pollutant loading, and extends permit duration for state disposal system permits to not exceed 10 years.
