Permits electronic service of probate documents and notices as authorized by Supreme Court rule, except where personal service is statutorily required for guardian and conservator appointments.

Modifies structured settlement transfer notices to require disclosure of prior transfer applications by the transferee, including dates, outcomes, and payment details; changes harassment restraining order hearing request deadline from 45 days to 20 days after service; and makes restitution payments take priority over fines and court fees automatically.
