Establishes the Minnesota Student Password Protection Act prohibiting educational institutions from requesting or requiring students to disclose access information to personal Internet accounts.

Prohibits educational institutions from expelling, disciplining, failing to admit, or otherwise penalizing students for refusing to grant access to personal Internet accounts.

Allows educational institutions to request access information for devices purchased by the institution or accounts/services provided by the institution for educational purposes.

Establishes criminal penalties of up to $1,000 fine for violations and allows individuals to pursue civil action for injunctive relief and damages of up to $1,000 plus attorney fees and court costs, with a required 60-day written demand period before filing.

Applies to all educational institutions including K-12 schools, charter schools, school districts, University of Minnesota, state colleges and universities, and private postsecondary institutions.
