Extends the maximum term of lease purchase agreements for utility cost-savings measures from 15 years to 25 years from the date of final installation.

Extends the payment deadline for qualified on-farm biogas recovery facilities from December 31, 2015 to December 31, 2017 under the renewable energy production incentive program.

Increases the principal amount limit for energy improvement financing from 10 percent to 20 percent of assessed property value, and changes "weighted average maturity" to "cost-weighted average maturity."

Authorizes local governments implementing energy improvement programs to establish and use additional or alternative funding sources, including general obligation bonds under chapter 475.

Repeals Minnesota Rules governing weatherization assistance programs (parts 3300.0800-3300.1900), energy conservation loan programs (parts 7607.0100-7607.0180), and cooling systems replacement criteria (parts 7685.0100-7685.0140).
