Establishes a community environmental committee under the Metropolitan Airports Commission to study and evaluate environmental issues related to airport operations and capital improvements, with specific focus on noise and air pollution at Minneapolis-St. Paul International Airport.

Committee shall consist of a minimum of 13 members, with each city council having territory within the Federal Aviation Regulations part 150, 60 DNL contour required to appoint one or more residents; commission appoints two additional members from cities outside the contour with geographic balance consideration.

Committee members must be appointed by June 1, 2014, serve without compensation but receive reimbursement for reasonable expenses, elect their own chair annually, and adopt bylaws governing meetings subject to Minnesota Statutes chapter 13D.

Commission shall provide meeting space and administrative support to the committee and review its recommendations at least once a year, reporting actions taken in its annual report to the legislature.

Minneapolis-St. Paul International Airport Noise Oversight Committee is disbanded as of June 30, 2014, and the act takes effect the day following final enactment.
