Requires the Metropolitan Airports Commission to prepare an environmental impact statement for the Minneapolis-St. Paul International Airport 2020 Improvements project despite previous Federal Aviation Administration Finding of No Significant Impact issued in 2013.

Environmental impact statement must analyze noise impacts, noise mitigation measures, land use compatibility, and performance-based navigation procedures (RNAV) approved by the Federal Aviation Administration.

Environmental impact statement must be completed and approved before any improvements identified in the airport's long-term comprehensive plan may be implemented.

Overrides Minnesota Statutes section 473.614, subdivision 2, which previously exempted the project from this requirement.

Effective the day following final enactment.
