Modifies drainage project approval criteria to include "land use" and "multipurpose water management" alongside environmental considerations in section 103E.015.

Expands alternative measures evaluation to include water conservation, stream flow augmentation, flood reduction, erosion control, and water quality protection measures identified in state-approved water management plans.

Requires drainage authorities to investigate external funding sources and coordinate with soil and water conservation districts and watershed districts before approving drainage projects.

Adds wetlands protection as an explicit criterion for drainage project evaluation and requires consideration of effects on flooding, wetlands, fish/wildlife resources, and groundwater.

Applies the enhanced environmental, land use, and multipurpose water management criteria throughout the drainage project process, including engineer surveys, commissioner reports, preliminary and final hearings, and construction contract modifications.
