Amends Minnesota Statutes section 239.77, subdivision 3, to add an exemption from biodiesel fuel content requirements for diesel fuel used in testing and validating performance of diesel generators designed and manufactured for jurisdictions where biodiesel is not required.

Maintains existing exemptions from biodiesel content requirements for nuclear-regulated electric generating plants, railroad locomotives, off-road mining and logging equipment, and certain U.S. Coast Guard vessels.

Preserves seasonal exemption for Number 1 diesel fuel during October through March from biodiesel content requirements.

Removes previous May 1, 2015 expiration date for the subdivision and instead sets May 1, 2015 as the expiration date for paragraphs (a) through (c) containing the other exemptions.
