Streamlines Minnesota higher education statutes by modernizing terminology and eliminating redundant provisions related to the Office of Higher Education, Minnesota State Colleges and Universities, and financial aid programs.

Updates definitions and references throughout chapters 135A, 136A, 136F, and 136G, including standardizing language around "term," "award year," and institutional designations.

Expands meningitis vaccination information requirements for all first-time college enrollees (not just on-campus residents) and adds hepatitis A, B, and C information.

Modifies grant eligibility provisions, including allowing additional semester of eligibility for students who withdraw for active military service (after December 31, 2002) or major illness.

Repeals obsolete statutes and Minnesota Rules parts related to higher education administration, student financial aid, and state college/university governance that are no longer necessary or have been superseded.
