• Modifies all-terrain vehicle definitions by increasing Class 1 weight limit from 1,000 to 1,200 pounds and Class 2 from 1,000-1,800 to 1,200-1,800 pounds, and allows nonpneumatic tires.

• Establishes citizen oversight committees for fisheries and wildlife management, including a Budgetary Oversight Committee to coordinate integrated reports and recommend budget plans to the legislature by August 15 of even-numbered years.

• Reduces lifetime license fees across multiple categories (spearing licenses reduced $77-$320 depending on age; sporting licenses reduced $43-$198; angling and spearing licenses adjusted) and eliminates issuing fees for licenses issued without charge.

• Authorizes nonlethal hazing of Canada geese causing property damage from March 11 to August 31 on private lands and allows crossbow hunting for persons age 60 or over during regular archery seasons.

• Requires aquatic invasive species training certification for minnow dealers and commercial fishing licensees (effective March 1, 2015) and allows raffles in conjunction with wild game or fish taking events with combined ticket pricing.
