Establishes a state-funded health care program for low-income uninsured children under age 21 who are ineligible for medical assistance and MinnesotaCare.

Covers children who have been determined eligible for emergency medical assistance or whose treating provider certifies they have an emergency medical condition likely to require hospitalization without outpatient intervention.

Limits eligible children to those with family income at or below 275 percent of federal poverty guidelines and requires compliance with MinnesotaCare citizenship requirements.

Covers services under MinnesotaCare plus nursing facility services and home and community-based services for eligible children with family income at or below medical assistance standards.

Authorizes the commissioner to contract with managed care plans, counties, or health care delivery systems to administer the program, effective July 1, 2014.
