Amends Minnesota Statutes section 563.01 to modify the in forma pauperis process for parties unable to pay court costs and fees.

Changes language in subdivision 3(c) to clarify that courts may order a $75 fee or partial payment when a party does not meet eligibility criteria but cannot pay all costs, rather than using the previous "or/becomes" language.

Adds new subdivision 8a to allow courts to order reimbursement of all or partial court fees, costs, and security after an action commences if a party's financial circumstances improve or they no longer meet indigency eligibility criteria.

Specifies that reimbursement must be paid as directed by the court and that collected fees are transmitted to the state treasury and credited to the general fund.
