Appropriates $580,000 from bond proceeds fund to the commissioner of transportation for a grant to the city of Ely for capital improvements at Ely Municipal Area Airport.

Funds are designated to construct, furnish, and equip improvements and betterments at the airport, serving as the required local ten percent match for the project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $580,000 to provide the appropriated funds, in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
