Expands the Transportation Accessibility Advisory Committee's jurisdiction from special transportation services only to include all fixed regular route and special transportation services for persons with disabilities.

Establishes a 15-member committee with a chair to advise the Metropolitan Council on accessibility policies and long-range plans for meeting transportation needs of the disability community.

Requires committee membership to include elderly persons, persons with disabilities, special transportation service users, and representatives of agencies serving elderly and disabled populations, with at least half being ADA-certified transit users.

Designates the Council on Disability to make two committee appointments in consultation with the Metropolitan Council chair.

Effective upon the day following final enactment.
