Removes obsolete provisions from Minnesota Statutes governing the Metropolitan Council, including repealing 16 sections and amending 20 additional sections to delete outdated language and deadlines.

Eliminates requirements that the council's annual budget separately account for chair and member compensation and expenses, allowing reimbursement outside of budgeted amounts.

Removes outdated language requiring budget allocations for performance and budget analysts and specific references to cable communications entities and advertising contracts.

Deletes expired deadlines and procedural requirements from the 1970s-1990s related to town planning (1976 deadlines), water supply plans (1994-1996 deadlines), and other time-specific provisions.

Makes conforming technical changes to sections governing housing opportunities, procurement, transit operations, and regional recreation, replacing or removing obsolete cross-references and clarifying ongoing administrative requirements.
