Modifies notice requirements for water quality rulemaking that changes a water's use classification, requiring agencies to notify municipalities bordering or through which the affected water flows instead of all municipalities related to the rulemaking.

Adds an expiration date of June 30, 2019 to Minnesota Statutes section 115.741, effective retroactively from June 30, 2009.

Simplifies rulemaking statement of need and reasonableness requirements by removing detailed comparative analysis of federal standards and bordering state standards, replacing it with a general requirement to assess and analyze differences between proposed rules and relevant federal and state standards.

Clarifies that the Small Business Air Quality Compliance Assistance Advisory Council is required by federal law and does not expire, eliminating any sunset provision for this advisory group.
