Expands the Safe at Home address confidentiality program to include separate definitions and protections for "identity data" (name, phone, email, Social Security number, driver's license number) and "location data" (residential, work, and school addresses).

Requires program participants to submit a separate "real property notice" to county recorders and registrars of titles to protect their identity data in conjunction with real property records; notice must include participant's full legal name, last four digits of Social Security number, designated address, and property legal description.

Prohibits county officials and recorders from disclosing a participant's identity data in connection with protected property unless the participant consents in writing, a court orders disclosure, or the secretary of state authorizes it for specific purposes like title examinations.

Allows government entities to share location data for providing public assistance, emergency services (911), investigating child/vulnerable adult abuse, health and safety inspections, and active law enforcement investigations, with restrictions on further disclosure.

Permits the secretary of state to share real property data with title examiners upon request to confirm or deny whether a property is subject to a participant's notice, and the secretary of state must respond within two business days.
