Increases the threshold for projects requiring commissioner review from $1,400,000 to $2,000,000 per school site when the district has no capital loan outstanding.

Automatically exempts facility additions, maintenance projects, and remodeling projects funded only with general education revenue, deferred maintenance revenue, alternative facilities bonding, lease levy proceeds, capital facilities bond proceeds, or health and safety revenue from commissioner review requirements.

Exempts capital technology projects under section 123B.63 from review requirements if the district submits a school board resolution certifying funds will be used only as authorized in section 126C.10, subdivision 14.

Streamlines the information requirements for school board proposals by removing 13 detailed submission items and replacing them with 6 consolidated requirements, including project description, financing sources, facility deficiencies assessment, and confirmations of compliance with contracting law, sustainable design, and building codes.

Repeals subdivision 1 of section 123B.71.
