Removes "Minnesota" and "of Higher Education" from references to the office in statute section 136A.031, subdivision 3, establishing that the Student Advisory Council advises the office directly.

Replaces appointment method for private college student representatives with election procedures: private nonprofit students elect their representative through Minnesota Private College Council institutions, and private for-profit students elect their representative through Minnesota Career College Association institutions.

Adds fallback appointment provisions requiring the Minnesota Private College Council to appoint a nonprofit representative if students fail to elect one, and the Minnesota Career College Association to appoint a for-profit representative if students fail to elect one.

Repeals Minnesota Statutes 2012, section 124D.94 entirely.
