Authorizes brewers with small brewer licenses to refill growlers (64-ounce containers) or 750 milliliter bottles with malt liquor for customers upon request at their licensed premises.

Refilled containers must be filled directly from the tap at time of sale and sealed with a paper or plastic adhesive band bearing the brewer's name and address, identical to requirements for initial sales.

Maintains existing off-sale limits of 500 barrels annually and restricts sales to legal off-sale hours for exclusive liquor stores in the brewer's jurisdiction.

Preserves restrictions limiting small brewer licenses to brewers producing 20,000 barrels or less annually and wineries producing 250,000 gallons or less annually.

Maintains existing provisions that brewers may hold only one small brewer license and that municipalities must impose licensing fees subject to section 340A.408 limitations.
