Removes members of the legislature from the Compensation Council's authority to establish compensation, eliminating legislative pay from the council's purview.

Changes the submission deadline for salary recommendations from March 15 to April 15 in odd-numbered years.

Removes provisions requiring the Compensation Council to consider legislative session length, interim work requirements, and legislators' outside income opportunities when making recommendations.

Deletes references to section 3.099 provisions that previously governed how legislative salary recommendations were adopted.

Effective the day following final enactment.
