Eliminates the Commissioner of Natural Resources' authority to appoint advisory committees to consider and report on land use problems under section 92.35.

Removes the requirement that the Board of Water and Soil Resources consult with a technical committee when establishing the reinvest in Minnesota clean energy program under section 103F.518.

Eliminates the Pollution Control Agency's requirement to form an advisory committee regarding county subsurface sewage treatment system management plans and removes advisory committee standards for performance-based systems under section 115.55.

Repeals sections 84.964, 103F.518 subdivision 11, 116C.711, and 216C.265 subdivision 4 entirely.
