Requires all Class One and Class Two railroad common carriers operating in Minnesota to maintain lighting between sunset and sunrise above switches and in areas where cars, locomotives, or employees are frequently working (at least five days per week).

Mandates lighting conform to American Railway Engineering and Manufacturing Association (AREMA) standards, be displayed at heights of at least 30 feet, include at least one light source per two-yard track switch segment, and be maintained in compliance with the National Electrical Code.

Permits railroads to use various energy sources including direct wired power, solar panels with battery storage, standard fixtures, or light-emitting diode fixtures with power-saving switches.

Requires damaged or nonoperative lighting to be replaced within 48 hours of being reported to the carrier.

Establishes penalties of up to $500 per violation and allows the commissioner of transportation to order compliance or grant waivers if conditions reasonably prevent compliance, with appeals available under chapter 14; effective November 1, 2016.
