Amends Minnesota Statutes section 120B.12, subdivision 4a to restructure requirements for local literacy plans in school districts.

Reorganizes literacy plan components into seven numbered requirements: student reading proficiency assessment, parent notification and involvement, intervention methods for struggling readers, staff development needs identification, explicit phonics instruction description, reading intervention strategy determination and modification process, and assessment data supporting effectiveness.

Requires school districts to post their literacy plans on official school district websites.

Maintains existing requirement that school districts adopt literacy plans with goal of having every child reading at or above grade level by end of grade 3.
