Increases farm winery annual wine sales limit from 50,000 to 75,000 gallons and allows storage of finished wine and distilled spirits at noncontiguous warehouse locations.

Creates microdistillery license allowing production and on-premises sampling of distilled spirits (up to 15 milliliters per variety per person), and authorizes municipalities to issue microdistillery cocktail room licenses for on-sale of distiller-produced spirits.

Allows brewer taprooms to operate on Sundays and permits small brewers to refill customer growlers with malt liquor for off-sale under specified conditions.

Expands lawful gambling fraud penalties to include tampering with electronic pull-tabs, electronic linked bingo devices, or converting legal gambling to illegal gambling at alcohol-licensed establishments.

Grants specific municipalities (Minneapolis, Brooklyn Park, Richfield, Golden Valley) authority to issue on-sale intoxicating liquor licenses to designated venues, and authorizes Hennepin County jurisdictions to issue extended hours permits until 4:00 a.m. during the 2014 MLB All-Star Game.
