Allocates $10,000,000 annually starting in 2015 for county need aid distributed based on watercraft trailer launches (50%) and parking spaces (50%) at public water access sites.

Requires counties receiving watercraft-related aid to use proceeds exclusively for preventing or limiting the spread of invasive species at all access sites within the county.

Counties must establish guidelines by resolution for invasive species management including site-level management, countywide awareness, and compliance procedures.

Adds definitions of "watercraft trailer launch" and "watercraft trailer parking space" to the county program aid statute.

Modifies existing county need aid allocation formula to reference new appropriation sections and establishes effective date of calendar year 2015 and thereafter for all changes.
