Increases farm winery annual sales limit from 50,000 to 75,000 gallons and allows them to store finished products in noncontiguous warehouse locations.

Establishes microdistillery licenses authorizing sampling of up to 45 milliliters per person daily and cocktail room licenses for on-premise sales of distilled spirits produced by the distillery.

Allows brewers to refill customer growlers (64-ounce containers) at licensed premises and increases allowable annual samplings from 5 to 12 per retailer.

Modifies wine license requirements to allow up to 24% alcohol by volume (previously 14%) and permits municipalities to authorize holders of wine licenses combined with 3.2% malt liquor licenses to sell full-strength malt liquor without additional licensing.

Grants specific on-sale liquor licenses to Minneapolis venues (including American Swedish Institute, Minneapolis Institute of Arts), Brooklyn Park wedding event center, Richfield Ice Arena, and Golden Valley golf course/community center.
