Modifies real property appraiser licensing requirements, including qualifications for instructors of the Minnesota Supervisor/Trainee Appraiser Course and standards for supervising trainee appraisers.

Creates new reciprocity provisions allowing the commissioner to waive education, experience, and examination requirements for out-of-state appraisers licensed in good standing with the National Registry.

Amends Petrofund provisions to add a seven-year time limit for submitting reimbursement applications for corrective action services and modifies reimbursement rates for releases from tanks in transport.

Enhances insurance holding company system regulation by requiring enterprise risk filings, establishing supervisory college provisions, implementing NAIC Model Holding Company Act changes, and expanding disclosure and examination powers.

Adds comprehensive Own Risk and Solvency Assessment (ORSA) requirements for insurers above specified premium thresholds, including annual risk assessments and confidential reporting to the commissioner.
