Amends Minnesota Statutes section 144A.073 to add funding authorization for nursing home moratorium exception projects beginning in fiscal year 2014.

Allows the commissioner of health to approve moratorium exception projects with a full annualized state share of medical assistance costs not exceeding $1,000,000 per fiscal year.

Limits total state medical assistance funding available in any fiscal year to $1,500,000 when combining new projects with carryover unused funds and expired projects.

Takes effect the day following final enactment.
