Changes diesel fuel biodiesel content requirements from "at least" to "no more than" specified percentages, with 2 percent by September 29, 2005, 5 percent by May 1, 2009, and 10 percent by May 1, 2020.

Eliminates the May 1, 2015 deadline for 20 percent biodiesel content requirement and removes the seasonal exemption for October.

Requires a contested case hearing under chapter 14 and adds new conditions before increasing biodiesel content, including certification by the commissioner of public safety that the blend meets manufacturer recommendations for all diesel-powered motor vehicles in Minnesota.

Changes the governor's authority to adjust the biodiesel mandate from discretionary to mandatory when price disparity exceeds ten cents per retail gallon or causes economic hardship to retailers or consumers.

Changes the commissioner of commerce's requirement to determine wholesale diesel and biodiesel prices from "by February 1, 2012, and periodically thereafter" to "annually" and removes the restriction that adjustments cannot go below 5 percent biodiesel.
