Removes specific gasoline reduction goals (25% by 2010, 50% by 2015) and diesel reduction targets (10% by 2010, 25% by 2015) that were based on 2005 baseline.

Requires new state vehicle purchases to use cleaner fuels, achieve 30+ mpg city or 35+ mpg highway efficiency, or be powered solely by electricity, excluding emergency and law enforcement vehicles.

Replaces the SmartFleet Committee with a reporting requirement led by the Commissioner of Administration in collaboration with multiple state agencies.

Mandates reports to the governor and legislature by February 1 of each odd-numbered year with findings and recommendations for new or adjusted goals and legislative initiatives.

Requires the Department of Administration to maintain a fleet reporting and information management system for departments to demonstrate compliance with energy efficiency requirements.
