Expands location equity revenue program eligibility to all school districts, removing previous geographic restrictions limiting it to the seven-county metropolitan area and districts with more than 2,000 pupils.

Sets location equity revenue at $424 per adjusted pupil unit for all eligible school districts, simplifying the previous tiered approach that provided $424 for metro-area districts and $212 for other large districts.

Modifies referendum allowance calculations to subtract actual location equity levy and aid from initial referendum allowance, preventing districts from receiving duplicate benefits.

Establishes new calculation process for referendum allowance that includes elections held through December 31, 2013, inflation adjustments approved before January 1, 2014, and location equity revenue offsets.

Effective for revenue in fiscal year 2016 and later.
