Clarifies that single-purpose authorizers can be formed as charitable, nonsectarian organizations under section 501(c)(3) of the Internal Revenue Code and incorporated in Minnesota under chapter 317A as a corporation with no members or under section 322B.975 as a nonprofit limited liability company.

Single-purpose authorizers must be created solely for the purpose of chartering schools and cannot limit applications they consider or approve to any single curriculum, learning program, or method.

Requires single-purpose authorizers to submit a proposal to the commissioner that includes specified provisions and a five-year financial plan before being approved as an authorizer.

Maintains existing requirements that eligible authorizers must apply to the commissioner for approval within specified timeframes and must demonstrate capacity to implement chartering procedures and satisfy approval criteria.

Takes effect the day following final enactment.
