Changes school board negotiations with teacher representatives from "may" to "must" negotiate plans for unrequested leave of absence due to position discontinuance, lack of pupils, or financial limitations.

Allows negotiated plans for unrequested leave of absence to be based on teacher evaluation ratings, effective July 1, 2015.

Changes requirement that teacher discontinuance occur in inverse order of employment to a mandatory negotiation process where boards and teacher representatives must negotiate discontinuance, demotion, or recall plans that may be based on evaluation ratings.

Eliminates special seniority protections for teachers holding provisional licenses (other than vocational education licenses) regarding layoff and reinstatement decisions.

Allows districts involved in consolidation or dissolution to negotiate teacher assignment plans based on evaluation ratings instead of mandatory seniority-based assignment, effective July 1, 2014.
