Requires sports facilities and commercial buildings (in addition to public entities) to provide containers for at least three recyclable materials and transfer collected materials to recyclers, effective January 1, 2015.

Expands the definition of "recycling" to include source-separated compostable materials in addition to yard waste composting.

Increases metropolitan county recycling goals from 50 percent to 75 percent by weight of total solid waste generation by December 31, 2030; maintains 35 percent goal for non-metropolitan counties.

Deposits waste management service tax revenues into the environmental fund and appropriates 50 percent of those revenues to the Pollution Control Agency for distribution to counties under section 115A.557.

Directs the Pollution Control Agency commissioner to convene stakeholders to develop a strategy for meeting waste reduction and recycling goals.
