Modifies election administration provisions related to voter registration, absentee ballots, ballots for various elections, soil and water conservation districts, candidates, municipal elections, school district elections, and recall of elected officials.

Requires soil and water conservation district boards in the seven-county metropolitan area to elect supervisors by supervisor districts; allows districts outside the metro area to do so with state board approval.

Updates absentee ballot procedures, including extending the deadline for master list availability to 46 days before elections and establishing security requirements for electronic ballot application systems with annual security assessments.

Allows Special School District No. 6, South St. Paul to dissolve previously established election districts and transition to at-large elections of school board members.

Makes technical and clarifying changes to election law, including modifying voter registration and proof of residence requirements, election judge qualifications, ballot form language, and question formats for various elections.
