Adds requirement that schools describe how they will provide training on de-escalation techniques in their restrictive procedures plan.

Requires schools to conduct quarterly oversight committee reviews of restrictive procedures use, examining patterns related to time, individuals involved, injuries, and non-emergency situations.

Changes the deadline for stakeholder recommendations on reducing restrictive procedures from March 1, 2014 to February 1, 2015, and makes it an annual requirement thereafter.

Requires districts to include data on reasonable force usage (consistent with physical holding or seclusion definitions) in their summary data reports to the commissioner starting in the 2014-2015 school year.

Appropriates $250,000 in fiscal year 2015 to assist school districts in meeting needs of children who experienced high use of prone restraints.
