Eliminates the requirement for the commissioner of public safety to consult with an advisory committee of the attorney general and law enforcement associations before awarding grants for community-oriented policing and juvenile crime investigation positions under Minnesota Statutes section 299A.62.

Removes the requirement for the commissioner to consult with an advisory council when approving grant applications and developing rules for domestic abuse emergency shelter and support services programs under section 611A.32.

Eliminates the advisory council on battered women and domestic abuse, removing provisions requiring the commissioner to appoint advisory council members and the program director to consult with and provide staff to the council under section 611A.34.

Removes references to the Advisory Council on Battered Women and Domestic Abuse from the model policy development process for law enforcement domestic abuse arrest procedures under section 629.342.

Clarifies that the Automobile Theft Prevention Advisory Board and Fire Service Advisory Committee did not expire on June 30, 2009, and validates all actions and expenditures by these groups since that date.
