Increases statutory speed limit from 55 to 60 miles per hour in locations other than those specifically designated in statute, effective upon placement of conforming signs by December 31, 2024.

Restructures motorized bicycle operator's permit fees and requirements, establishing new fee categories for permits issued before age 21 ($9.75), renewal permits for age 21 and older valid for four years ($15.75), and instruction permits ($6.75).

Establishes a $2.50 fee for commercial learner's permits under section 171.06, subdivision 2.

Requires the commissioner of public safety to ensure Minnesota's commercial driver's licensure programs and commercial motor vehicle operation policies conform with Code of Federal Regulations, title 49, part 383, with federal requirements prevailing in case of conflicts.
